Focus on “defect prevention” as opposed to “defect tracking.”A feature isn't done until the bugs are fixed. Quality is part of the overall cost.

Bug count !? I don't think so - Be Careful What You Measure.

People are good at changing their behavior, based on how they are measured. If I tell them that "more bugs are good", they will create more Bug Reports. Bug counts are poor measures of individual performance. The side effects of using bug counts as a measure are serious.
